Preheat oven to 375°F (190°C).
In a mixing bowl, combine flour, salt, and curry powder. Add cold butter and mix until crumbly. Gradually add cold water and mix until dough forms. Wrap in plastic wrap and refrigerate for 30 minutes.
In a skillet, cook ground beef over medium heat until browned. Add onion, garlic, thyme, allspice, and scotch bonnet pepper. Cook until onion is soft.
Add bread crumbs, beef broth, soy sauce, and ketchup to the beef mixture. Cook until liquid is absorbed. Remove from heat and let cool.
Roll out dough on a floured surface and cut into circles. Place a spoonful of beef filling in the center of each circle. Fold over and seal edges with a fork. Brush with beaten egg.
Place patties on a baking sheet and bake for 25 minutes or until golden brown.
